VT's team has been involved with various aspects of open
learning since 1979. Assignments have been in the UK, Europe, India, Pakistan and Russia.
Our track record includes:
- the analysis of learning packages against standards of
competence, and database maintenance, for the Matching Programme: 1990-95 (UK Employment
Department)
- providing training and computer delivered assessment
materials for various banking tasks (a major UK clearing bank)
- helping to establish eight Russo-British Open and Flexible
Learning Centres for vocational education and training in the cities in the Moscow Region
(1994-97) (Moscow Region Employment Department)
- Study on the introduction of Open and Flexible Learning in
the UK and Moscow Region 1998 (International Labour Office)
- Development of standards for personnel working in Open and
Distance Learning and validating them in the CaliberNet project of the Leonardo programme.
- Participation in Strand IV of the DELPHI project of the TACIS programme
(1998-2001), in Russia. DELPHI stands for Development for Educational Links and Professional and Higher
Educational Initiatives. Strand IV is Development of Open and Distance Learning for Dissemination of

- Providing technical assistance in Open and Distance Learning (including developing
training modules in materials writing) in a TACIS funded project for training the staff of the Ministry of Taxation
of the Russian Federation (2001-2003).
- Researching aspects of learning centre developments in England for the Learning and
Skills Development Agency (2000-2002).
